J&K Govt Grants Permission to Engineer Roman Farooq to Pursue Higher Studies

The Jammu and Kashmir Government has granted permission to Er. Roman Farooq Sheikh, Assistant Engineer, to pursue higher studies under the relevant service rules.

As per Government Order No. 29-PW (R&B) of 2026 dated January 27, 2026, issued in reference to communication from the Engineer-in-Chief (Technical), sanction has been accorded under Rule 67 and Rule 73 of the J&K Civil Services (Leave) Rules, 1979, read with SRO-274 dated May 30, 2013.

Er. Roman Farooq has been permitted to pursue M.Tech (Transportation Engineering & Planning) through NIT Srinagar for a two-year Master’s programme, with one year of full-time study leave initially granted w.e.f. August 25, 2025, subject to prescribed conditions.

The conditions include execution of required bonds, no claim of seniority or promotion advantage due to higher qualification, adjustment of any stipend against leave salary, completion of probation, a cap of three years on total study leave, mandatory service with the J&K Government after course completion, and submission of regular progress reportsto the department.

The permission has been granted in the interest of administration and in accordance with existing service rules.
