In a significant administrative reshuffle aimed at streamlining the functioning of the education sector, the Government of Jammu and Kashmir has assigned the charge of Chairman, J&K Board of School Education (JKBOSE) and Director, State Council of Educational Research and Training (SCERT) to two senior officers as an interim arrangement.
According to Notification S.O 08 issued by the General Administration Department (GAD) today, January 12, 2026:
1. JKBOSE Interim Chairman
Mr. Ghulam Hassan Sheikh (JKAS), who is currently serving as the Secretary, JKBOSE, has been assigned the additional charge of Chairman, JKBOSE.
He will discharge the functions of the Chairman in addition to his own duties until further orders.
This appointment is expected to fast-track pending decisions, including the declaration of the much-awaited Class 10th and 12th results, which had been delayed due to the vacancy at the top post.
2. Director SCERT J&K
The government has also ordered that the Director of School Education, Jammu, shall hold the charge of Director, SCERT J&K, in addition to his own duties.
This move fills the critical leadership vacuum in the state’s premier teacher training and educational research institute.
Background
The posts of Chairman JKBOSE and Director SCERT had been vacant following the superannuation of the previous incumbent on December 31, 2025. The lack of a permanent head had drawn criticism from stakeholders and caused anxiety among students regarding result delays.
The order was issued by M. Raju (IAS), Commissioner/Secretary to the Government, General Administration Department, under the powers conferred by the Jammu and Kashmir Board of School Education Act, 1975.
